About the Job

The Phlebotomist Technician I (CPT I) performs venipuncture and skin puncture procedures for the purpose of withdrawing blood specimens for clinical laboratory testing under the supervision and direction required by the California Department of Public Health (CDPH), Laboratory Field Services (LFS). The CPT I also provides clinical and administrative support to ensure efficient laboratory operations and high-quality patient care while maintaining compliance with all applicable state and federal regulations.

Duties and Responsibilities:

Clinical Duties (CDPH-Compliant)

  • Perform venipuncture and capillary (skin) puncture to collect blood specimens for laboratory testing in accordance with California Code of Regulations, Title 17, Section 1034.

  • Verify patient identity using at least two approved identifiers prior to specimen collection.

  • Properly label, handle, process, store, and prepare specimens for transport in compliance with CDPH, CLIA, OSHA, and facility policies.

  • Follow infection control standards, including universal precautions and bloodborne pathogen protocols.

  • Observe patients for adverse reactions and respond appropriately within the scope of practice.

  • Maintain specimen integrity, accuracy, and chain-of-custody requirements.

  • Perform only duties authorized under the CPT I scope of practice.

Patient Care and Provider Support

  • Prepare patients for laboratory procedures and ensure comfort and safety.

  • Measure and document vital signs as directed by licensed providers.

  • Escort patients and assist providers during exams or procedures as instructed.

  • Maintain patient confidentiality in compliance with HIPAA.

Administrative Responsibilities

  • Schedule, reschedule, and cancel appointments using the EMR system.

  • Admit and register patients for laboratory services.

  • Ensure all laboratory orders and documentation are present prior to specimen collection

  • Accurately document specimen collection details in the EMR.

  • Answer phones, relay messages, and coordinate communication.

  • Obtain insurance authorizations and verify billing information.

  • Assist with patient billing and maintain accurate records.

Laboratory and Facility Maintenance

  • Ensure lab rooms are clean, stocked, and properly prepared.

  • Maintain laboratory equipment and report malfunctions.

Perform opening and closing duties.

  • Maintain required compliance logs (temperature logs, incident reports, equipment logs).

  • Assist with facility cleanliness in accordance with CDPH standards.

Additional Responsibilities

  • Perform other duties as assigned.

  • Maintain active CPT I licensure and meet CDPH renewal requirements.

Qualifications:

  • 3–5 years of licensed phlebotomy experience in a clinical or laboratory setting.

  • Completion of a CDPH-approved phlebotomy training program is preferred.

  • Current California Certified Phlebotomy Technician I (CPT I) license required.

  • Demonstrated high-level venipuncture skills, specimen handling, and accurate data entry.

  • Strong understanding of laboratory safety, infection control, and compliance procedures.

  • Knowledge of CDPH, CLIA, OSHA, and HIPAA regulations.

  • Proficient in running a lab, conducting audits, ensuring compliance, and managing equipment.

  • Knowledgeable in quality control and quality assurance processes.

  • Experience with EMR system is preferred.

  • Strong interpersonal skills and ability to collaborate effectively with colleagues.

  • Must be a team player.

  • Ability to work under pressure with minimal supervision.

  • Bilingual in English and Spanish required

  • Must be authorized to work in the U.S.
